They have been questions both legislative and joumalistic, both personal and generational. My aim is less to answer them than to identify them and their continuing influence. My goal is neither to revilify nor to reha-bilitate Richárd Nixon. . . . Instead I seek to map the Watergate flood plain in the geography of American public life, to show how Watergate and our various reconstructions of it have endured—with what purpose and with what effects.
