These original essays offer a historical perspective on U.S. policy toward Latin America from the Kennedy to the Reagan administration. Coming in for discussion are current problems that will continue to challenge U.S. policymakers well into the twenty-first century.
In the first part, Federico G. Gil discusses the Kennedy-Johnson years; Michael J. Francis, the Nixon-Kissinger years; Robert A. Pastor, the Carter years; and Margaret Daly Hayes, the Reagan years. Issues raised there are addressed in the second part, which illustrates the management of various crises. Michael J. Kryzanek writes about Johnson's invasion of the Dominican Republic; Paul E. Sigmund, about Nixon's actions against the Marxist regime in Chile; Steve C. Ropp, about Carter's negotiation of the Panama Canal treaties; and Jack Child, about Reagan's support of the Falklands War. The third part looks at problems that still test U.S. policymakers: Riordan Roett examines the debt crisis; Abraham F. Lowenthal, Central American revolutions; and Wayne S. Smith, relations with Castro's Cuba. The editor, John D. Martz, a professor of political science at Pennsylvania State University, concludes with a theoretical discussion of democracy in Latin America
