Criminal statistics are often quoted to prove that crime is increasing, above all among young people. Actuaüy the picture is more complicated and less dismal. In this baianced study Dr Donald West, of the Cambridge Institute of Criminology, fully examines the extent, nature, causes and prevention of offences committed by those under twenty-one in England. Most convicted persons, he admits, are young males: but that is nothing new. It remains true that the incidence of conviction declines dramatically after the age of fourteen (which is the peak) and begins to peter out among those in their twenties.
