Prospects for Reform
Despite consistently high investments in the agro-food sector and a vast agricultural potential that should be able to satisfy food demands, food quantity and quality in the Soviet Union have lagged far behind consumers' expectations. On the contrary, inefficient production combined with considerable wastage in the transport, storage, processing and distribution system have made the USSR one of the world's largest agricultural importers.
This report examines Soviet agricultural production potential and shortcomings as well as the upstream and downstream links in the agro-food sector. It provides an assessment of possible impacts of economic reforms on the Soviet agro-food system and an outlook for agricultural trade.
