How does the British policy-making process handlé a major reorganisation in the structure of government? How and why did the 1974 local government reforms come about? What in-fluences, pressures, compromises were involved ? The Process of Local Government Reform 1966-74 provides the most detailed account so far available of the process by which the 1972 Local Government Act was approved by Parliament following the Redcliffe-Maud report and two White Papers. The Process of Local Government Reform 1966-74 provides the most detailed account so far available of the process by which the 1972 Local Government Act was approved by Parliament following the Redcliffe-Maud report and two White Papers. The book examines the work of the Redcliffe-Maud Commission in the light of constraints on the Commission's freedom of action. It then assesses the strategies, timing and motivation of the various groups of proximate decision-makers - Governments and Oppositions, senior civil servants, local authorities and local authority associ-ations, and other professional groups, in an attempt to go behind the rhetoric and formai statements towards a real understanding of the complex relation-ships involved.
The Process of Local Government Reform 1966-74 will prove essential reading for students of British Government policy-making and political pro-cesses; of administrative change and innovation; of central-local relations and for all those, both inside and outside local government, who are in-terested in the wider issues of town and county hall.
