This report is an account' of work sponsored by the Swedish National Labor Markét Board, The Bank of Sweden Tercentenary Fund, the Swedish Council for Social Science Research and the Stockholm City Central Board of Administration. The study was started in the summer of 1962 and took thirteen years to complete. A totál of 20 people and various consultants-at least 20 man years of effort-were involved. The report, based as it is on facts, not anecdotes, disposes of a web of traditional white middle-class myths about the Gypsies. But the core problem is universal. It is fundamentally a report about MAN, EDUCATION AND EMPLOYMENT. Millions of people in the world today are living under similar conditions, suspended between an outmoded productive system, generally agrarian, which no longer can provide them with a semblance of a standard of living, and modern úrban society, for which they lack economically useable skills.
