Reccnt far-reaching changes in Eastern and Western Europe and in East-West relations have altered the main problems and opportunities faced by the neutral states of Europe. The threat of military conflict and the arms race between the two blocs, with the neutrals falling behind, previously constituted their principal concerns. Today, the danger of a major war has receded into the background, and genuine nuclear and conventional disarmament appears within reach.
In the past, membership in the European Free Trade Association and the 1972-1973 free-trade arrangements with the European Communities (ECs) seemed to have solved the problem of participation in West European economic cooperation and integration. Now the crucial challenge for the European neutrals is the search for a formula that avoids exclusion from the progress of EC integration—in particular from the internal market to be completed in 1992—without abandoning neutrality.

Formerly, the neutral states worried that conflicting parties would not want their "bridge-building" activities in periods of high tension. The end of the cold war may mean that these third-party services are not needed any more. This volume presents the work of leading experts from Austria, Finland, Sweden, and Switzerland on the changing priorities of European neutrals.
