The concept of citizen and patient partici-
pation in the decision-making process has
been developing at all levels of society in
order to make health services more responsive
to the needs of users and more democratic.
Patients and citizens are becoming more
demanding in relation to their own needs
and the quality of health care they receive.
More and more people are aware of the need
to be better informed. The crisis in funding of
health care has forced governments to intro-
duce major reforms to reduce costs and
increase efficiency, but until fairly recently
patients' needs were not taken into account
in these reforms. Although "patient-centred
care" has become a catch-phrase, the means
of implementing it has not always followed.
The present recommendation states the impor-
tance of citizen empowerment in improving
the functioning of the health care system and
proposes methods to involve citizens and
patients in decision making. It calls on govern-
