Across Europe, television - a basic component and gauge of democracy - is undergoing rapid changes, with the emergence of new technologies and ever-increasing commercial competition. While the transformation of former State-controlled broadcasters has proved controversial in many countries, public service broadcasters face unprecedented challenges across the continent. EUMAP, the EU Monitoring and Advocacy Program of the Open Society Institute (OSI), in cooperation with the OSI's Network Media Program, has monitored this situation in 20 European States, combining EU members, candidate and potential candidate countries: Albania; Bosnia and Herzegovina; Bulgaria; Croatia; the Czech Republic; Estonia; France; Germany; Hungary; Italy; Latvia; Lithuania; Poland; the Republic of Macedonia; Romania; Serbia and Montenegro; Slovakia; Slovenia, Turkey; and the United Kingdom. Carried out by local experts and civil society groups, the monitoring assesses media policy and regulations established to secure the political and economic independence of television across Europe. Examining developments in the light of European norms and standards, the reports, plus the overview section, also consider the impact of EU accession or candidacy on reforms in the broadcasting sector. This volume of reports presents the findings of the monitoring and offers detailed recommendations to Governments, European organisations and civil society for ensuring that television across Europe plays its democratic role.
