The astounding developments in semiconductors, or microelectronics, an industry barely thirty years old, promise a revolution in the products we consume, in the way we produce them, and even in the way society is organized. So rapid are these developments and so specialized are many new semiconductor products in their end-uses that countries without strong semiconductor industries may increasingly find themselves at a competitive disadvantage in the broad rangé of industries using these products. This study analyses the performance of the semiconductor industry in the major countries of Western Europe. It argues that markét forces have not been able to close Europe's technological gap and that public policies instituted from the 1960s onwards were too partial and limited to be very effective. Giovanni Dosi is currently completing a doctorate at Sussex University and has been a research fellow at the Sussex European Research Centre, working on problems of industrial adjustment.
