Human response to Global Change
^ Environmental problems have during the last decade become more and more visible not only at local or sub-regional levels but have reached a global scope. This holds true not the least for effects on the climate from the burning of fossile fuel, or the impact from various chemicals on the layer of ozon protecting the earth from UV solar radiation. The interlinkages between the atmosphere, the oceans and the vegetation cover at large has come into focus with regard to these truly global problems. A special international program has been launched under the name of IGBP — The International Geosphere—Biosphere-Program (or "Global Change" in short).
However, environmental problems have a societal context within which they occur. The interplay between man and nature has of course strong societal elements. The realization of the need to address these issues distinct from hut in cooperation with the natural science program of... Tovább

^ Environmental problems have during the last decade become more and more visible not only at local or sub-regional levels but have reached a global scope. This holds true not the least for effects on the climate from the burning of fossile fuel, or the impact from various chemicals on the layer of ozon protecting the earth from UV solar radiation. The interlinkages between the atmosphere, the oceans and the vegetation cover at large has come into focus with regard to these truly global problems. A special international program has been launched under the name of IGBP — The International Geosphere—Biosphere-Program (or "Global Change" in short).
However, environmental problems have a societal context within which they occur. The interplay between man and nature has of course strong societal elements. The realization of the need to address these issues distinct from hut in cooperation with the natural science program of "Global Chan«" and other similar activities have increased the last few years. An internltional interim steering group has been established to create a new progr« covering these aspects under the name of "Human Response to GlobaKhange" (HRGC).
JThe teft in this report is a Swedish contribution to this international endea^yr. The report should however not only be seen as an input to a con-tinuednscussion about the eme^^ing international HRGC program but alsogc^ting directly to the general domestic Swedish environmental debate.
