COEXISTENCE and COMMERCE
Can East and West learn to live peacefully and constructively? In this monumental study of East-West commerce, Sámuel Pisar, an internationally recognized author-ity on the subject, investigates this funda-mental question in all its phases. He shows how the two contending camps can move out of the shadow of mutual annihilation into the aréna of economic competition and cooperation.
Mr. Pisar proceeds from the premise that both the free enterprise and the state enter-prise systems will survive into the indefinite future. Far from drifting apart, the two are in fact creeping closer together. As the col-lectivist economies faltér beneath the bur-den of excessive regimentation, and the capitalist economies brace themselves for the onslaught of social disorder, each has much to gain from greater contacts, and each has more to learn from the separate experience of the other.

While the East is beginning to stir in the direction of consumer societies, the West (the United States in particular) remains divided over whether peace and security are advanced by increased commercial traf-fic with communism. A quarter century of experience suggests that the arduous proc-ess of building bridges across the gulf of underlying hostility will be periodically in-terrupted by controversy and legitimate concern. Mr. Pisar concludes that the proc-ess must go on, in the common interest of survival and prosperity.
Global in scope and specific in treatment, the book is separated into four parts. The first deals with the political, economic, (continued on back flap)
(continued from front flap) strategic and emotional considerations in play, the second with the strange commer-cial environment in which business between the divergent economies is conducted, the third with the peculiar legal and regulatory setting, the last with the crucial area of disputes and methods of settlement.
As a work of analysis, this exciting book is vitai to the intelligent generál reader seeking a view of the future which commu-nism and capitalism are facing together. As a work of description, it is immediately use-ful in meeting the daily needs of those who engage in East-West trade, but are un-familiar with its opportunities and tech-niques. A wide rangé of transactions are treated in concrete detail—from the begin-ning of the negotiation process to execution : contractual relationships of all kinds, purchase and sale of commodities, banking and financial arrangements, acquisition of advanced industrial plants, supply of man-agerial and technological know-how and exchange of intellectual property rights. In addition, investments in socialist countries, production and marketing partnerships between communist and capitalist firms and the growing competitive impact of Eastern trade upon purely Western business are alsó placed in sharp focus.
Mr. Pisar presents a framework of prac-tical solutions while he examines a basic challenge faced by policymakers on both sides of the ideological barrier: how the communist state monopolies might be as-similated into a stable world economic or-der. At a time when East and West are groping fo.r new approaches to reconcilia-tion, this comprehensive volume charts the most realistic course.
