This elear and comprehensive text explores the past quarter-century of Soviet and Russian international relations, comparing foreign policy formation under Mikhail (lorbaehew Boris Yeltsin, and Madimir Putin. Challenging conventional views of Moscoxx's foreign poliey, Andrei P. Tsygankov takes a eonstructixist approach to argue that detinitions of national interest depend on \ isions of national identity and that national identity itself is rooted in both history and domestic polities. Vet the author also highlights the role of the external environment in affecting the balance of power among competing domestic groups.
Drawing on an imprcssi\'c mastery of both Russian and Western sources, Tsygankov shows how Moscow's policies haxe shifted under different leaders' x isions of Russia's national interests. He gives an o\'er\'icwof the ideas and pressures that motix ated Russian foreign poliey in four different periods—the CorliachcN' era of the late 198()s, the liberal "Westcrnizers" era under Andrei Kozyrev ih the early 1990s, the relati\ely hardline Statist poliey under Vexgeni Primakov, and the more pragmatic Statist policy under Putin. Evaluating the successes and failures of Russia's foreign policies, Tsyganlan' explains the many twists and turns as Russia's identity and interactkm \vith the West ha\'e e\'(rived.
ANDREI P. TSYGANKOV is associate professor of international relations and political science at San Francisco State Universitv. '
