In this study the authors address the question, how well is the United Nations system—the UN and the agencies and funds—organized and equipped to foster 'a working world community'?
Concentrating on the economic and social machinery, the authors disclose many little known facts of history and current functioning in the UN system. They identify its major problems and provide specific recommendations on how the system can work more effectively. They emphasize reforms that do not need extensive constitutional change.

They identify its major problems and provide specific recommendations on how the system can work more effectively. They emphasize reforms that do not need extensive constitutional change.
Some entirely new features are also proposed. These include an Executive Committee for the system. A United Nations Parliamentary Assembly and a UN Council on Diversity, Representation and Governance are also recommended. The authors urge extensive decentralization from global headquarters into the various regions of the world. Other proposals include a distinct UN Humanitarian Security Police, and an Ombudsperson for Human Rights in UN field operations.
The study corrects such long-circulating images of the UN system as that it is 'a vast, sprawling bureaucracy'. The authors demonstrate that the UN needs significant strengthening to deal with the causes of conflict and human deprivation, in a renewed global partnership. Vissza
