In this book, local or regional development and employment policies in Central and Eastern Europe are explored from an international, national and local perspective. As many authors in this volume point out, employment and unemployment developments show remarkable differences within the individual countries of Central and Eastern Europe, where certain areas or localities are clearly doing better than others. Economic and social policies often fail to consider these differences, and national-level policies are not able to attend to the specific problems of particular regions. As a result, the economic potential of most countries is not fully realised, their further development is hindered, and many so-called problem regions with huge employment problems have appeared. This situation calls for a decentralised approach to economic and social development, as well as to employment promotion, to complement national efforts. This book is an attempt to contribute to this process by providing an analysis of employment and local development policies in several countries and regions in transition, and by discussing possibilities for their improvement. An up-to-date analysis of economic and employment developments is presented, including examples of successful as well as less successful policies, and the role of the relevant actors in policy design and implementation is discussed.
