Almost all European countries face ever growing shortages of labour, driven by both
demographic decline and competition for increasingly mobile workers. Immigration can
help to compensate for ageing and shrinking labour reserves - yet introducing proactive
immigration schemes is always politically delicate, and may cause unwanted loss of human
capital in migrants'countries of origin.
This volume contains country reports that analyze policy options for labour migration in
eight European countries: the Czech Republic, Hungary, Italy, Poland, Portugal, Romania,
Slovakia and Ukraine.
The researchers base their policy recommendations on comprehensive analysis of the
latest data and forecasts for their countries' populations, official and informal economies,
labour markets, recent migration trends and policy debates.
Proactive labour immigration policies are recommended to all countries. At the same

This report is based on a policy-oriented multi-country research project European
Cooperation in Labour Migration - Search for Best Practices. It was funded from the ARGO
