Discussing the concept of minority and trying to establish the elements for a new definition, the author takes a wide view, encompassing centuries of history and a number of international organizations including the Conference on Security and Co-operation in Europe (recently rechristened Organi-zation on Security and Co-operation in Europe). Apart from its scholarly merits, if it helps us to clarify our conceptual thinking in this regard it will certainly have served a useful purpose.
