The theme of this book is the restrictions to which believers of
all faiths and denominations are subjected in the USSR. The
documents reprinted in this collection will enable the reader to
judge for himself how far the Soviet claim is true that no one is
ever persecuted for his beliefs or opinions, and that in all cases
where believers have been sentenced by the courts or adminis-
tratively punished this has been for their criminal activities and
not for their beliefs. This is particularly important when Soviet
observance of the Final Act of the Helsinki agreement comes up
for review.
Professor Leonard Schapiro writes in his Introduction: 'Let no
one fear that a scholarly collection of this kind will contribute to
what is called the "cold war11. Years of experience have proved
beyond argument that the real hope of improvement of relations
with the Soviet Union does not lie in hypocrisy and concealment,

observed - and that is that we get our facts right. This collection
is designed as an aid to that end.'
