As deadly violence flared anew in Kosovo in 2004, the world was again reminded of the volatility of the situation in the countries of former Yugoslavia. Ethnic tensions that are ratcheted up by nationalists on a statewide level are felt on the local level in the form of violence, segregation, or disenfranchisement of minorities. Neighbors are encouraged to haté their neighbors. But this hatred can be defused, and tensions can be ratcheted down. The 17 case studies presented in this volume describe real efforts to improve the situation in former Yugoslavia by encouraging peaceful multiethnic coexistence on the local level. The authors detailing these studies are among the leáding experts on policy in former Yugoslavia, and somé of them were involved in the efforts that they describe. In many cases, true progress can be reported. In others, the authors are only able to recommend steps that could make progress possible.
