The Public Interest Law Institute (PILI) is an international non-
profit organization that advances human rights around the world
by stimulating public interest advocacy and developing the
institutions necessary to sustain it. PILI pursues this mission by
building the legal capacity of civil society organizations and the
leadership potential of public interest lawyers, by reforming legal
aid systems and legal education, and by promoting pro bono legal
practice globally.
Throughout the world, millions of people are deprived of access to
justice and do not enjoy fair trials because they cannot afford legal
assistance. To rectify this injustice, states must create effective
systems of publicly funded legal services, but they often suffer from
lack of funding, limited accessibility for potential beneficiaries,
and inferior quality of services.

the more advanced and innovative legal aid systems in the world-
England, Israel, Netherlands, South Africa, and the United States.
Others represent solutions that have been tested in Central and
Eastern Europe. This book avoids simplistic solutions and one-size-
fits-all guidelines. Instead it offers a great variety of well-tested
ideas, which have proven to contribute to the process of making
legal aid more accessible, more effective, and more real.
