To this end, European, national and régional policies for rural areas increasingly support the building of 'local capacity' and coopération in partnerships between the public, private and voluntary sectors. Partnerships are used to generate and support local initiatives and to allocate financial support. They imply consensus and openness and an invitation to participate. But are such partnerships really a solution to the challenges that will face rural Europe in the next decade? So far there has been little attempt to appraise recent experience with that question in mind. What kinds of rural partnerships are being established? What do they achieve? And what about transparency and democracy?

Written as a point of departure for the EU funded PRIDE research programme (Partnerships for Rural Integrated Development in Europe), it also stands alone as a 'snapshot' and critique of European experience.
