IN THE FIRST HALF of the twentieth century, the world's population increased by about eight hundred and fifty miUions—an increase as great as the total population of the whole world in 1800. It is against such, a background that this new study considers the pressing question of Canada's immigration policy. Should the Canadian population be increased more rapidly than at present? Is it the responsibility of all countries, including Canada, to slow down the increase in niimbers? These and other considerations lead Professor Corbett into an inquiry into the role of Canada in the solution of world population problems.
The author asks what pressures the Canadian community brings to bear on the government in connection with immigration policy, and how the government responds to the pressures. It is against such, a background that this new study considers the pressing question of Canada's immigration policy. Should the Canadian population be increased more rapidly than at present? Is it the responsibility of all countries, including Canada, to slow down the increase in niimbers? These and other considerations lead Professor Corbett into an inquiry into the role of Canada in the solution of world population problems.
The author asks what pressures the Canadian community brings to bear on the government in connection with immigration policy, and how the government responds to the pressures. What groups of persons are admitted as immigrants, what groups are rejected, and what lies behind the policy with respect to these groups? How is immigration policy administered, and does its administration conform to the rule ol law and the principles of natural justice? What is the effect of immigration on Canada's economic development? What effect is our immigration policy likely to have on our international relations, and how should these effects be considered in formulating policv?
This is a description and commentary on Canadian immigration practice which considers more than the apparent issues of administration and policy. Professor Corbett reaches his conclusions in a critique-which transcends the usual limits of scholarly detachment and becomes an essay in economic ethics; it is bound to roiise both strong agreement and strong disagreement among readers.
