While a few countries enjoy a standard of living which is unprecendented in history two thirds of the total population of the world still live in conditions of poverty and hardship - a situation which is both shocking from the humanitarian point of view and full of danger for the future peace of the world.
Among the merits of Professor Bhagwati's book is his down-to-earth and undoctrinaire approach. Indeed he makes a point of considering the various dogmas and set beliefs that are prevalent about development, assessing their validity by economic analysis and in the light of the actual experience of the underdeveloped countries. After describing the main features of these backward economies - the incidence of poverty, the lack of savings and resources, the pressure of expanding populations, the many political, social and religious factors which inhibit development - he examines the means by which they can be transformed, showing to what extent the various needs of development compete with one another and how they can be fulfilled within a planning framework. He also has much to say on what the advanced nations can do to help, both by sharing their resources and know-how and by adjusting the international economy to the special needs of the underdeveloped world.
Jagdish Bhagwati, who was born in 1934, was educated at Bombay, Cambridge/Oxford and M.IT. He held a Research Fellowship at Nuffield College, Oxford, and he is now Professor of International Trade at Delhi University.
