The purpose of this book is to analyse the role of science in political processes of international resource management. It addresses two key problems: that of the role of science in initiating political processes and international cooperation, and the role of science in political decision-making. The common denominator of these two problems concems the ability of scientists and scientific knowledge to play a part in shaping and influencing political decisions on resource management. Steinar Andresen is Programme Director at the Fridjof Nansen Institute and is a political scientist from the University of Oslo. He has published extensively on various aspects of ocean management, the law of the sea and international resource management. He has been affiliated with the Fridjof Nansen Institute since 1979; since 1987 as senior research fellow. In 1987-8 he was visiting research scholar at the Institute for Marine Studies, University of Washington, USA. His publications include Power and Law of the Oceans (in Norwegian, Norwegian University Press, 1987). Willy Ostreng is Director of the Fridtjof Nansen Institute, and a political scientist from the University of Oslo. He was research fellow at the Fridtjof Nansen Institute from 1971-8 and has been Director since 1978. He was research fellow at Harvard University in 1974 and at the University of California, Berkeley in 1987. His main research interests are polar politics, ocean law and politics, international resource management and international security. He has published extensively in all these fields and his publications include Soviet Oil and Security Interests in the Barents Sea with Helge Ole Bergesen and Ariid Moe (Pintér Publishers 1987).
