He was formerly Minister of Fináncé (1987-88) and Senior Secretary to the President for Economic Affairs of the Republic of Korea (1983-87), President of the Korea Institute for Industrial Economics and Trade (1983), Senior Counsellor to the Minister of the Economic Planning Board (1982), Senior Economist of the Presidential Council on Economic and Scientific Affairs of the Republic of Korea (1979-80), Vice President and Senior Fellow at Korea Development Institute (1973-83).
