By 2025, many countries in Eastern Europe and the former Soviet Union will ha ve among the oldest populations in the world. The authors present policies to address potential slowdowns in growth in these economies—such as increasing low levels of labor force participation, deepening finan-cial markets, and increasing productivity. They alsó propose reforms to manage rapid increases in public spending on old-age pensions and health care—from transforming pension systems that are generous but cover fewer workers to urgently planning for the provision of long-term care for the aged.
Population aging is the largely unrecognized element of the wide-ranging transition in countries in Eastern Europe and the former Soviet Union. From Red to Gray shows why this demographic transition deserves much more attention and lays out a focused cross-sectoral reform agenda for policy makers to sustain and accelerate the growth in living standards in the region.
