This study has been written in the context of the joint project "Strategies and Options for Europe" of the Bertelsmann Foundation and the Research Group on European Affairs at the University of Mainz. The book follows the project 5 basic approach, namely to identify and analyse the problems of European politics and to develop aims and criteria for their solution from a scholarly point of view, in order to deduce suggestions for political decision-making.
