Recent events worldwide have again highlighted the need for effective emergency measures for hazards connected with the process industries and the large scale storage of dangerous substances. The Commission of the European Communities, DG XI, in collaboration with the JRC Ispra Establishment, has therefore organised the European Conference on Emergency Planning for Industrial Hazards in order to promote an exchange of information on the current situation. Within the European Communities, the Directive on the Major Accident Hazards of Certain Industrial Activities (82/501/EEC) requires that on-site and off-site emergency arrangements should be made for certain potentially hazardous industrial activities. However, the Directive does not specify the way in which these objectives are to be achieved and one aim of the conference was to discuss the approaches adopted by the different national authorities and other organisations. The conference was arranged in six main sessions which dealt with organisational aspects, design of plans, exercises and auditing, appropriate techniques, lessons learned from past incidents and providing information for the public.
