"No state, no system and no political party can bring man happiness." These words express the essence of the ideas exposed in this latest work of Edvard Kardelj.
In this study the author elaborates the directions of the further development of the original Yugoslav political system based on self-management as an integral social relationship. Kardelj discusses critically the political pluralism of the bourgeois parliamentary system as well as political systems based on a one-party monopoly, and elaborates the basic premises of the political system of socialist self-management based on the pluralism of self-management interests.
This study by Edvard Kardelj has been accepted as the basis for the activity of the League of Communists of Yugoslavia in vi^w of their Eleventh Congress. It has also been translated into English and several other languages. /

EDVARD KARDELJ was born in 1910 in Slovenia.
He joined the Communist Party of Yugoslavia and became one of its leaders in Slovenia. In 1937 he became member of the new party leadership. headed by Tito whose close associate he has been ever since. During the war he was one of Tito's most prorninent collaborators and organizers of the national liberation struggle. He was a member of the Supreme Headquarters of the National Liberation Army and vice-president of the National Committee of Liberation of Yugoslavia.
Kardelj was one of new Yugoslavia's top statesmen. He played an extremely important role in the drafting of the new national constitutions and legislation. The posts he held were those of deputy prime minister, minister of foreign affairs and president of the National Assembly. At present he is a member of the Presidency of the SFRY and of the Presidency of the League of Communists' Central Committee.
