The past two decades have been extraordinary ones for the countries of Central and Eastern Europe and the former Soviet Union. Many, indeed most, countries in the region have made the transition from dictatorial governments to democratic ones. Certainly, in some instances, the building of democratic institutions within the region has been a more difficult task than in others and, in some cases, this process of institution building remains a very fragile one. Nevertheless, when viewed in its totality, the achievements have been quite extraordinary. The 2005 annual conference of the Network of Institutes and Schools of Public Administration of Central and Eastern Europe brought together scholars from throughout the region, and many other parts of the world, to examine these developments.
