Ananda Weihcna Palliya Guruge
was born on 28th December, 1928,
in Gallé, Sri Lanka . Graduated
from ihe University of Ceylon in 1950 with first class honours in
Sanskrit and History. He obtalned
his Ph.D. on a thesis on the social
conditions of India as reflected in
the Ramayana.
In 1952, Dr. Guruge joíned the Ceylon Civil Service in provinciai administration and later was appointed as assistant secretary to the Prímé Minister of Ceylon. He was the General Secretary of the Buddhist Countil of Ceylon and was entrusted with the organisation of the 2500th annlversary of Buddhism.
In 1956, Dr. Guruge was trsnsferred to the Ministry of Education as an assistant secretary and served in various capacities as Deputy Director of Education, Director of Cultural Affairs, Director of National Museums and Senior Assistant Secretary. From 1959 ío 1962, he was alsó entrusted with the administrative responsibilities of setting up the Vidyodaya University of Ceylon.

He served as Visiting Professor of Asian Studies in the State University of New York at Buffalo for a year and later joined Unesco. After a year at the International Institute of Educational Planning in Paris, he served for over three years in New Delhi at the Unesco - sponsored Asian Institute of Educational Planning and Administration, and is now the Educational Management Adviser of the Unesco Régiónál Office for Education in Asia, Bangkok, Thaíland.
