STATESMEN can hardly be said to be at the zenith of their popularity in public opinion anywhere in the world to-day. They are often now contemptuously described as mere " politicians." Professor Ernest Barker is enlightening on the difference between statesmen and politicians. He deals not only with individuals but with principles and the background from which these principles spring. This is a most illuminating book and one of great importance and usefulness at the present moment. No one is better qualified than Professor Barker to write on this subject. He was educated at Manchester Grammar School and Balliol College, Oxford, and was Professor of Political Science at Cambridge from 1928-1939.
