In 1992 David Owen, former Foreign Secretary and co-founder of the sdp, was appointed European negotiator charged with bringing the conflicting parties in the former Yugoslavia around the conference table to hammer out compromises that could then be implemented on the battlefield. For three years he and his counterparts - first Cyrus Vance, then Thorvald Stoltenberg - strove both to contain the various wars in the region and to impose a peace plan on a political impasse which consistently defied solution.
