Secretary of State Henry A. Kissinger has combined an academic career with active participation in the councils of government. He received his A.B., M.A., and Ph.D. degrees at Harvard University, where he has been professor of government, director of the National Security Studies program, and a member of the Center for International Affairs. Kissinger served as a consultant to the Department of State, the U.S. Arms Control and Disarmament Agency, the National Security Council, and other government bodies. In 1968, he was appointed assistant to President Nixon for National Security Affairs, and in September, 1973, became secretary of state.

The original edition of this volume, published shortly after Henry Kissinger went to Washington as Assistant to President Nixon for National Security Affairs, contained three essays that examined the framework of our foreign policy and the stresses to which it has been subjected in the postwar era. Now Kissinger has dealt firsthand with those stresses: his ideas and actions have had an extraordinary impact on our foreign relations and have led to changes that few could have foreseen in 1968. It is timely, therefore, to issue a much enlarged version of American Foreign Policy that includes seven major statements delivered by Kissinger shortly before and since he was named secretary of state.
The new selections include Kissinger's speech calling for a new partnership between the United States and Europe; a major portion of his testimony at the Senate Foreign Relations Committee hearings that led to his confirmation as secretary of state; his address to the United Nations General Assembly in September, 1973; and his opening remarks to the peace conference on the Middle East in December, 1973. Combined with his earlier essays, these documents tell us much about the course that the United States will pursue in the international arena over the next few years. Most importantiy, as Kissinger says in a new preface for this edition, "they all bear on the fundamental problem in our foreign policy, that is, to restore the national consensus on our broader purposes in the world."
