Since the end of World War II, the practice of national development planning has become almost universal, in both the more advanced as well as the less developed countries. Since the end of World War II, the practice of national development planning has become almost universal, in both the more advanced as well as the less developed countries. In an effort to determine when, how, and why national economic planning has been successful in some cases and unsuccessful in others, this book analyzes the development planning experience in over 100 countries in Asia, Africa, Europe, and the .Americas. This wide-ranging sample includes nations in many different stages of economic advancement, some with socialized economies, others with mixed economies.
The study is divided into two parts. The first describes and analyzes the basic approaches to development planning. Special emphasis is placed on the problems associated with the implementation of planning programs, in particular, the provision of basic data, the role of a national budget, and administrative obstacles. This section is followed by an extensive and comparative discussion of the experience of the countries under review in setting up organizations and administrative procedures for preparing and implementing development projects: the distribution of planning functions, types of central planning agencies, subnational regional and local planning bodies. Although theoretical information is included, the approach is primaiily pragmatic.
