EIR?

Until now, few if any books have been written for the educated
layperson about environmental impact assessment or the reports which
result from that process. This is unfortunate, because this very group
includes most of the decision makers, developers, and community activists
who are compelled to judge the worth of the process and its products on a
day-to-day basis.
The author says, "I cannot tell you how many times at meetings with
planning commissions, boards of supervisors, Rotary or Lions clubs,
church groups, and on and on, I have been asked, 'Just what is EIR?' It is
for those people that I am trying to write."
Much material in this book covers topics never written about before. It
describes how the planning process works, and why the reports are
by-products of that process. It provides examples of actual projects, shows
how, when, and where the public should participate in the process.

Explains how alternatives are selected and examined, how cumulative
impacts are measured by examining the nature and scope of growth
inducements. Chapter 13 describes a new monitoring process for which
Roberts helped create the enabling legislation.
james A. Roberts is uniquely qualified to explain this complex subject
because of his broad experience as an environmental planning consultant
to governments and industry in the United States, the Republic of China,
Sweden, Iceland, and Denmark. A former chief of the Conservation
Division of the California Energy Commission, and director of the Califor-
nia Governor's Office of Energy, Resources, and Permit Assistance, he is
an expert on NEPA and CEQA regulations. He has more than 30 years of
experience in the application of earth and social sciences to planning,
architecture, and engineering, and in the coordination of interagency and
intergovernmental permitting for development projects. In 1991 he was
the recipient of the Association of Environmental Professionals Lifetime
Achievement Award.
